So im looking at getting an ice house that i can also use for camping. However, i have some weight restrictions for towing. I would like the ice house to have plumbing (working flushable toilet) but yet still have a gvwr no more than 4500 lbs. Is this even possible. Can someone please point me in the right direction here?

I don’t think you’re going to find a commercially made house that will fit your criteria.  Not one on a lot anyway.  Plus you’d need to give an aluminum framed house the strongest look.

Start with looking into a Yetti shell that can be customized inside.  Otherwise a complete custom from the ground up will be your other option in my opinion.

I'm with Wanderer on this. Yetti does sell a 6 hole - 8 x 16 all season. Flush toilet, bunk, dinette/bed, manual crank, sink, stove, 10 gal water, 6 gal hot water tank etc. 4000# base weight gross at 5300#. The shell is 2200# probably best way to go. The biggest challenge you will have is water. Black water tank is in the bathroom under toilet. Hot water tank requires a pump. 10 gallons water may last 3 days unless you have kid(s) which will cut that time in half. Water lines are 3/8" so 24 deg or colder you will need constant heat as they will freeze. At 0 deg or below freeze time is less than an hour. After a winter trip you need to drain all water and purge lines with RV antifreeze unless you have a heated shed.
