You are correct, needle is not seating for whatever reason. stuck float, bad needle. either way you are looking at a carb rebuild. do yourself a favor and do all carbs complete with kits. You could try to tap the bowl lightly, but in the long run, you are better off rebuilding.

I had the same problem with my merc. Ended up bringing it into a dealer and was a one day fix. Wasn't that much of a hassel.

Carb kit and a couple hours and you should be good to go. That is assuming you have some basic mechanical skills.

i took the bowl off and cleaned the sediment out. did this disrupt the flow or psi?
