Is there a law stating that one cannot bring a whole deer carcus shot in Wisc. back into MN? Does it need to be de-boned before crossing the border due to the CWD situation?

A couple of years ago there were restrictions, that banned the imports of the whole carcass from all CWD states and provinces. That has been reduced or lessened to the counties in which CWD has been found, parts of New Mexico, Utah, Colorado, Wyoming, Nebraska, South Dakota, Wisconsin, Illinois, New York. Only from those counties you are restricted to no spine, brain, eyes, etc. The MN DNR has a Carcass Import Restrictions Map.

Yes but only CWD zones and counties, there is a map on MN DNR website, Some areas of Colorado also, Most of the zones are south Wisc Tomah and the Dells, must be Coomercial wrapped out of those zones and NW Colorado.
