Laws of 1800's

My great grampa did not have to buy a fishing license therefore I should not have to buy one. My great grampa could keep as many fish as he wanted to keep. It is my culture, it is my right, or is it soooo outdated that it holds no water today as is many other regulations/laws/treaties of the 1800's that should be erased from the books.

Didn't Wisconsin have the same treaties and didn't they handle things a little differently than Minnesota by telling the tribes these treaties are no longer any good. Just my thoughts
