catching surfacing tulibees/cisco

i was just in the bwca last week, and at night, the tulibees would begin surfacing, most likely eating mayflies on the surface. The dnr reports from the lake say there are decent amounts from 20"+. Does anyone have a good way to catch these guys? Fly rod and fly maybe?

Also, the lake has some good size walleyes and pike, I am thinking about trolling some cisco imitating cranks for them over deep water in the evening to see if i can get some big fish in the boat. Any suggestions on lures to get theser big walleyes and pike that would follow the tulibee around? Thanks.
