I used a counter sink so that the heads were deeper than the surface of the ski and just used drywall or deck screws

I used a drill bit just bigger than the washer I was using and another drill bit for the1/4" lag bolts sunk them in just past the surface of the skis.

I use an old, well built, tobaggon.   It goes over the snow easily.  Only time it bogs is in super sticky heavy snow.  I can get 20lb tank in a square milk container, other stuff in another milk crate, tackle box, etc.  Chisel slides up on side.  Rubber bungees hold everything in place.  6 1/2 feet.  Taking the tank off I can lift the entire setup into my pickup.  With 2 people leave the tank on, one on each side and slide it in.  Got it for Christmas over 50 years ago and still works well.  wouldn't haul it over gravel though.
