Tricky answer.  Several lakes usually have a day bite for walleyes in what is normally early ice, late November and  early December.  This year with the late early ice, I think that may be messed up.  Just because we couldn't get there didn't mean the fish put off their normal routine until we felt safe.  It's not about ice formation, it's about less daylight, cooling water, movement of baitfish, and weeds dying that dictate their habits. 

To find a day bite in early to mid January, I would fish off shore humps or other areas of less traffic, which may still not be safe to get to.

I've yet to find a day biting walleye lake.  It's tough, I'm sure it's out there but very hard.  I fished a walleye lake last weekend and we caught shiners from 2:30-dark so I'm sure if you find bait fish it'll help increase your luck but that's very vague I know.
