IF everyone is charged an extra $1 per road pass, that could pay for garbage disposal.  If it is not an option people for the most part would throw their trash away as they have already paid for that service.  The problem has been stated is not the population of the lake, but the fact that there is no place for people to get rid of trash.  It is not an excuse, but if there was the option to toss away your refuse at the access, a lot more people would make the correct choice I believe.  It is awful that folks would leave any garbage behind, regardless of what it is.  Unacceptable at best.  I would like to see the people lose their fishing/hunting privileges for 12 months if caught littering.
