I had a weird thing with my application today. I put in for 99, and then it asked for a second option, so I put 99 again and it wouldn't let me do that. So I randomly put 12 in for my second choice. I guess my second choice shouldn't matter, but it was weird that the ELS was quirky like that.

Chise...You can now select a secondary location, or choose to accumulate a preference point in your desired zone for the following year.

right, but shouldn't you be able to put 99 down twice? Maybe it was just a machine quirk.

Take 98 as your second choice. The vendors were notified about the quirk (good word) last month. Apparently, not all have read the memo so to speak.
