Im dying to try out my new baitcasting setup and I want to be positively sure that I can target smallies here. Check, Check and double check cause I aint about to risk having my new rod taken away.

Yes, pool 2 is C&R walleye sauger largemouth and smallies all year.

That being said, questions like this come up everyday on this site. I personally would always consult the rulebook and NOT the internet when you have questions about regulations. I heard that people on the internet aren't always 100% correct!

The other great tool is the DNR website.

They have the up-to-date regs and if you are on FM, in seconds you can blow over to the MN DNR site and check it out.
