What is the law in regards to using treble hooks?

Hi Guys, I have heard conflicting answers. Can you use just a plain treble hook or is it true you have to have something such as a spinner of some sort attached to it? Anyone know have an input? Thank you

You cannot use a plain treble hook. A treble hook can be used only if it is part of a lure. Attaching a small blade will make it a lure.

Best answer will come from a conservation officer or directly from the DNR as the law has a large gray area attached to it and no one can truly understand the language of that law.
