They could but I wonder if their as wide or strong if stepped on as the reg covers are?

Wheel house hole dia. is 12 3/4" gamma lid is 12" (too small). You will also need to cut the top ring of a 5 gal bucket as the gamma ring only snaps into the bucket top ring. Than you need a reducer ring to make the wheel house hole 12". If your over 6' at 220# high probability you will fall through as expansion/contraction of the cheap plastic in extreme temperature variation. (Read the #1 reviews in your link) All said and done you'll probably spend an additional $15 to make it fit. Just spend an extra $7 and buy catch covers.

In addition, they would freeze up with any amount of moisture in the threads..
