new honda four stroke issue

Bear with me this is a long story.  1 month ago, I bought a new, 2015 16' lund fury with a 25 horse honda four stroke (carborated). tiller, electric start.  Right off the bat, it wouldn't start when the throttle is in the lowest "start" position.  Finally got it started by increasing throttle.  First step in break-in procedures is to go trolling speed for 15 mins.  Discovered motor would die going anything less than 3mph.  Did that speed for 15 minutes and then did the rest of the break in normally.  Tried trolling again, and couldn't get it below 2.5 mph without it dying.  Took it back to the dealer.  He "fixed" it.  Took it back to the lake.  It would start at lowest throttle, but lowest throttle now pushes the boat 2.8mph.  He just raised the throttle minimum.  I found the adjuster and scaled it back.  Motor is back to the same situation as the first day.  Won't start at low throttle and dies at anything less than 2.8 mph.  All tests of the motor have been on dead calm water with no current.

My question is, what speed should a new 25hp four stroke troll down to?  I can't believe that 2.8 mph is slowest speed available.  25hp is minimum hp recommended for the 16' fury, so it isn't a weight issue.  Any thoughts are appreciated.

Mechanic blowing smoke.  Something messed up in carb. 

There might be an improperly adjusted idle mixture.  It's a brand new motor, so it should work right.  cranking up the idle rpm to cover up the problem is certainly not right.

Our 02 115 yammie does better than that,I'm going to say it should get down to around 1 mph

the mechanic don't know what he's doing! If he can't get it to start and run right give it back!
