The Wisconsin reg book says persons born on or after January 1, 1973, must present their safety certificate or also proof of successful completion of basic training in the U.S. Armed Forces, Reserves of Nationl Guard to purchase any hunting license. Hope this helps, I found this information in the 2006 Deer hunting regulations that I picked up at Gander Mountain.

Good luck and be safe, Zent
