Strange neutral bass

Fishing a bay on Mille Lacs this afternoon we found many LMB in the reeds and around the edges of reed beds that seemed completely neutral. I mean not even interested in a leech. If they were hanging around panfish beds looking for grub or if they were spawning you would think they would be somewhat aggressive.
In one section of emerging reeds there were, within sight of our boat, numerous LMB, Dogfish, carp, sunfish and other species. What would attract such a conflageration?
Across the bay we saw same general thing, this time involving SMB. Just hanging around. Little interest. Will they turn on later in the evening?

my guess would be that they will tourn on later when the water warms and their done spawning. where were you at if you dont mind telling that bay
