muzzle loader scope usage

I am considering entering the black powder world. If I understand it correctly I cannot use a scope in Minnesota when hunting with a muzzleloader. Does anyine know why?

The muzzleloader seasons original intent was to provide an opportunity for hunters to hunt with "primitive" weapons. it is my opinion that it should still be, that is, only open sights and no inlines. Modern scoped inlines are capable of accuracy and retained energy comparable to several common rifle cartidges used for deer hunting. I hunt with a .54 caliber plains pistol.

You may hunt with scoped muzzleloaders during the regular season.
