fishing area lakes this past I have found the walleyes willing to snap at the same spoons and other lures, that are used during the ice over months.  It did not matter what lake I was on, many were the 15-17"  size, the best for eating.  Sometimes I did not tip hooks with any type of live bait. Thuo the same does apply the summer months.

I use jigging raps or snap raps occasionally in the summer for lake trout. I think the action might even be better in a slow drifting boat, than just going up and down from atop the ice.

I have been using the jigging-rap for several years,for mid summer crappies. On Byrant lake in Eden Prairie, the crappies suspend about 15-20 ft down, over 25 -45ft of water. I have found this to work on many lakes, and started using other winter jigging baits during the summer. If the fish hit when their are to be so sluggish, why not when they are really ready to eat? Some baits such as chubby darters and others that sink realy slow can make it tough, takes so long toget down without getting tied up. I have found the JIg-raps and spoons to be a real plus. I'm going to try those super size demons(size 2hook) with a crappie minnows head, for evening or even night time walleyes. I'm going to try this on Green Lake near Spicer, with the clear water it may show other factors.

I use small Swedish Pimples all summer for panfish tipped with gulp alive and they are a go to bait for me in the summer/fall for deep water sunnies and fall casting deep weed edges for crappies...
