Selling Boat Lift from AIS Infested Lake

I have a boat lift I would like to sell but it has Zebra Mussels on it. Can it be sold and moved, even to the same lake? Even after scraping, power washing and sanitizing its going to zebs in some unreachable ara.

Here's a quote from the page Retired_on_Osakis referenced:

"As of July 1, 2012, a boat lift, dock, swim raft, or associated equipment that has been removed from any water body may not be placed in another water body until a minimum of 21 days have passed."
