This is sad and some may be angry but I also feel somewhat sorry for the Wisconsin guys. To say it is illegal to cull fish? Who hasn't at one time or another? In addition, there was a time that perch were considered a nuisance fish and it was only the Wisconsin boys that kept the resorts paying the electric bills especially on Winnie. In additon the fines should be porportional. There were 100 perch/day limits a decade ago and when one group got busted (fact) with 1500 then I would get concerned. Lake Winnie like many MN lakes has not been managed correctly over the years...and the less perch the more forage for walleyes.

Ignorance is not an excuse. Whether you're out of state or a local, you need to protect yourself by knowing the laws...even if Minnesota can make laws and stickers faster than you can read them.

THATONEGUY +6 to probably one of the most ridiculuous posts Ive read on this website since Ive Been a member. LOL I love that everybody thinks theyre the DNR, they can manage the lakes much better. Winni has been the only Fishery that hasnt suffered in the last 10 years. Sometimes you dont even know how to respond to posts like that. This was a much better way than probably 95% of the people reading this wanted to say.

OK guy if you say so?! There is always some argumentive know it all that is an expert. Given the fact that you are from Walker why are you not on the ice today? The perch should be popping and March madness knockin on the door. I lived on Strawberry Point and fished Winnie and Pike Bay almost exclusively for perch in the last 14 years. And the family cabin there around since 1969--back when you were some egg or in a fetal position judging by the attitue. And the person that got Minnesotans going on the panfishing especially perch on Winnie in northern Minnesota was Gary Clancy from Minnesota Sportsman Mag--RESEARCH IT. The perch on Winnie have been spotty but on the rebound when a low was around 2002. And many of the resorts will get you on the bite or if you know how to search--provided you can get off the roads--you can find them. Then comes along Gary Parson from the Ice Team that took ice fishing to new heights and tactics. Ice fising in the last 15 years has been the fastest growing outdoor activity besides golf. So...unless you were around before that and had the ability to walk instead of crawl with a rattle I highly doubt you even know what you are talking about. Perch throughout most of Minnesota have and still are considered a trash fish. Only a small proportion of MN fisherman actually target jumbos--including myself. As for conservation I would like the limits to be dropped even further on those jumbo lakes for locals and special permits for out state persons staying at resorts to allow them 100 in posssession because we lost a lot of Wisconsin business to North Dakota. I can go home clean mine eat them and head out the next day. Those outstate fisherman are the reason resort owners hire me to do carpentry on their cabins so they are winterized for ice fisherman. I in turn spend my money at Reeds and Benson and Charlies and keep them open and paying taxes SO PEOPLE LIKE YOU CAN HAVE A JOB IN WALKER while the rest of MN small towns dry up. THE FINES WERE EXCESSIVE..but that is Itasca!! It is just a blood sport to them. People paying taxes in turn pay the salaries of the DNR and Sheriffs Dept. So, I find it ironic that they would make efforts to hinder their own life style and shameful to try to set such a severe example when $100 bucks apiece would have done.

OK...then I ASSUME you ASSUME that all of you know that the MN DNR was criticized for only having 5 full time fisheries personel back in the mid-80's ...that is if you also were not some egg in some womb somewhere. In addtion I have done volunteer work with the fisheries on both Cass and Winnie in past years 80's; stayed on the former head of fisheries email for updates on suggestions. This following probably my greatest and that was getting slot limits on northerns back in 2001-2002 (when personally talked with Payor in meeting about license increases at town hall north of Bemidji on Irving Ave.--TOOK NEALY 16 YEARS OF BUGGING THE information/data collectors on Cass and surrounding lakes). The EX was involved in water quality studies in Stearns; and attended an event at St. John's U to promote low tillage techniques to area farmers to improve water quality due to silt from spring run off--which by the affects fish spawning. I have background in bio-chem from the early college years; am familiar with lake classification methods; and have statistical background with business degree in Marketing Research methodology. And know some of the old guides on both Winnie and Bemidji area...considering Rory Haaland (Bena)and Paul Nelson (Bemidji) two of the best...with Rick Carlson or Nelson? from Walker area coming in a close second. Know Terry Larson another great guide in the Itasca/ Bemidji area who has done filming with Nat Geo. I am PADI certified with over 70 dives the last with the turtles near Playa del Carmen--Qintan Roo Mexico; and was interested in lobster farming in the RPI in the south China Sea where I spent 2 1/2 years spearfishing and lobster diving with the largest around 7-8 kilos. And my father brought fishing and archery along with sailing and canoeing to distric 742 here in St. Cloud and from who some of the first aricles on canoeing--mostly in the Quetico. I personally hold junior and advanced lifesaving; sailing certified; 1200 hours musky time; 1500 walleyes; and probably have more time on the water and ice then you have until graduating from HS that is if you graduated? I lived near St. Cloud State in the early 90's and had access to a Federal Depository with research from both the MN DNR and Wisconsin DNR--very lacking given the amount that is spent in MN--approximatley $8 billon to more. And have read "Beneath the Surface" by Bruce Carlson (and I am sure you all have read this cause you are up on things right!) This book deals with tracking walleyes on Ten Mile lake just south of Walker. Very informative and no serious fisherman should pass reading this. Other articles by this author can be found at In Fisherman (ie, Tracking Those Wandering Walleyes--excellent read).

So...unless you understand the Central Limit Theorem and its applications in relationship to DNR sampling techniques then you should read more. I was involved with members of the Dark House association in reading sampling data for Cass in an effort to clarify many misunderstandings prior to meetng with members of MN Gov. (the fact that once you move your nets data from previous years really can't be used in comparison to other years--especially if you relocated them to deeper water to sample the northerns population after pervious years stocking to see if it took hold). Considering many of area resorters wanted spearing back on Cass (ie, Steve and Julie at Break 'n Lake )and no sound statistical proof that banning spearing on Cass helped the muskies). Consulted with Bill Linder during dinner at Stony PT resort on locations to do underwater shoot on Muskies on Pike Bay. Whether, or not he took advice I know not?

So that is about it for now...but I could throw in multi-variate analysis models predicting the biomass in littoral lake zones but it is technical and actually notthat acurate of a predictor model. The DNR would be better off increasing the number of capable spawners and spawing areas--while controlling optimal lake levels and water quality.

PS I had to adjust walleyes hours to a more reasonable level--HS years don't count. And fo rthe Hard core Musky fisherman I was involved in the early years in getting spearing banned on Cass--which later I regretted when taking up spearing in the area in late 90's.

If you've spent that much time in the Leech Lake/Cass Lake/Winnie area, I'm sure we have a lot of mutual friends. Heck, we might even know one another.

Tell you what: you said perch action on Winnie has been spotty. You let me know when you want to head out there, and I'll get you set up on some jumbos, guaranteed. No charge. I'm always happy to meet a fellow perch enthusiast.

Spotty up to 2008 which was last year out--but mostly off of Cass late ice...I mean late ice like melting in front of your eyes. We can do that and like you said we probably know some of the same people. Winnie is a great fishery...I just want it to be teh best it can be. Take care

Read the posts...and if the DNR had actually kept good scientific statistics from ACTUAL scientific sampling I could easily bring up data to support my views...which is that perch really did not take off on Winnie until the walleye numbers dwindled in the late 60's--early 70's when liberal limits and limited enforcemnt were present. I camped on Winnie in both Cut Foot(Deer East and West Seeley) and West Winnie CG's. Speared Winnie during these years also...snd fished Winnnie for northerns that averaged 6-12--the Red Eye wiggler days! I have seen a lot of changes both in pressure; technology; and water quality. Friends of family been involved in rip rap on west shoreline N of Townsend, and expiramental bull rush reintroduction near west shore and Hi Banks. Grand father hunted Thunder south of Walker when 371 was a dirt road bringing back 80 bills and 50 eyes just on the w/e.

Why do I say this? Well...just to let you know background and I see the TOTAL PICTURE. And I know the days when many including the law looked the other way during the years of 100/day limits...so 83 ?! In addition I worked the resturaunt thing back in the 60's and saw many many BM eyes come in from the back of the trunk of someones car...right up to the mid 80's. The DNR really did not get serious about enforcement until they realized the amount of money coming in from licenses and excise taxes while property taxes were climbing. I personally believe our govt employees at the highest levels are more criminal than the Wis. boys above...they lets us down in the beginning.

At 100 bucks apeice fine that wouldnt stop them from over harvesting? so what would be the point of even fining them. such a blatant over limit should be nailed

Winnie is doing great

but I hope the dnr kinda keeps an eye on what is going down on mille lacs

i know the netting pressure isnt what it is on mille lacs but

targeting those same fish for over 10 yrs now I think its time to change alittle maybe throw in one over 18 or something like that there is an

abundance of those bigger fish

just isnt a good thing to keep the things the same for ever

just a though

I love fishing on winnie as did on mille lacs but mille lacs is no fun anymore

Maybe someone from Wisconsin can weigh in on this. It seems to me I remember hearing that in Wisconsin, you can sell certain game fish including perch. Back in the days of 100 fish limits, I talked to some Sconies way back when and asked why would anyone want coolers full of perch. They said they sell them to bars for a perch feed.

Sad? That is ludicrous. take a trip over to Wisconsin, break their laws and see what your fine is. I personally know people who have been fined in Wisconsin for violating their laws......it wasn't cheap. The Wiscosnsin boys should feel lucky we didn't confiscate all their gear. If ya can't do the fine, don't do the crime.

Kind of off the subject but has anyone ever determined if it is a parasite found on some of the perch on Winnie? Have found some on tne perch at Leech but not like on Winnie.

Parasites in perch are pretty common. I've had a few grubby ones from Winnie this winter, but not too many.

A Wisconsin boy here. First off to Magnum Mike, Thanks for your interest to hear from a Wisconsin boy and no we can not sell fish to restaurants. I've been fishing Winni and surronding lakes since I was in my early teens, I'm now 46 so lets just say 30 years to be safe. I've pretty much targeted perch for that entire length of time. My personal observation on the state of the perch population would be that on Winni there has been a consistent decrease of average size with an increase in total popultion spread out over the past thirty years. We don't ever over harvest, and I'm probably as familiar or more so with MN regulations as I am with WI, MI,SD, ND and Canada as I fish all of these states through the ice. I respect all waters I fish and think a vast majority of out of staters do the same. These three idiots deserve every ounce of fines that they got and the fact that they are from out of state just serves to give the rest of us WI boys a bad (and undeserved) bad name. The thing that jumps out at me about this post (and many others) is that most of the poster's are quick to assume that everyone from WI should be assumed guilty simply because we are from out of state. It makes my skin crawl to feel I'm treated like and thought of as a scum bag just because I'm from WI. I'm sure there are just as many bad apples from your state as ours which is still a small percentage. I respect your waters the same as mine, in my mind I don't think of it as "going to MN" when we come up there. Its more like I'm driving farther away to fish for a long weekend. This next comment isnt to make excuses for these guys or any others that have been busted in the past, but I think that more out of staters get caught (on average)than in staters because they are scrutinized more just because they are from out of state. I'm not complaining I'm just saying. Please understand that most of us "WI boys" abide by the rules, what ever they are and are just visiting MN to enjoy the outdoors just the same as you are, we just have to drive a little farther to do so. WE are all sportsman/outdoorsman and I personally would like to less of this "it's us against the WI boys" attitude that seems prevalent on many of the posts on here. Thanks for the consideration and hope to see you on the lakes in the future!

I would agree with his statement on many more perch with less size. Any ideas why? Fishing pressure for me is not a reason, its a huge lake.

There is a couple strong year classes of young perch and lots of good sized ones for those who are willing to work for them, it's not as good as we have seen over the last couple years but it will get better in the next couple years. I also think the slot should be changed on the walleyes I would like to see a 18 to 26 inch slot, take some of them out and the perch size will increase. You can't protect all the big fish and think the little ones will grow to a quality size.

Jason and other guides: what is your view on parasites in perch? Are they even parasites? What causes it? Seem to find less when ice fishing. Have even found some on Deer Lake

On the topic of this thread I would have to say this. All Ideas are good as it's a natural part of learning. Expressing those ideas and reactions to others ideas are an integral part of humanity. The disrespect that we show once in a while is also a part of humanity but not a necisary part of it. It was nice to see the tempers cool down after the initial comments.

I do believe that the limits and fines are necisary as I don't like the idea of people fishing out lakes 1 at a time during the hot bite.

I don't feel sorry for them but that's just me. It may be that this was the 1st time or the 100th time they've done this but hopefully it will be the last. With great power comes great responsibility. The fishermen have much more power today than they did 40 years ago both in numbers and technology. We need to do everything we can to keep ourselves in check if we truly value the time we spend out the lake.

from what I know the black specks arent a big deal and not in the meat and the white worms in the meat apparently come from silty bottoms some parasite in the silt thats why you see more in cutfoot than you do on winnie more silt and mud

Jason: flat, light colored, circular. Looks like a small seed, usually found by the head, and in the meat. Don't think the DNR has ever determined what it is. Thanks for replying.

      Had 30 feet of ice out from my Stuntz Bay boathouse on Tuesday afternoon.  None inside the boathouse so I was easily able to remove my boat from the lake (just pushed the ice away in reverse and drove forward through it with my 16 foot aluminum boat).  Didn't hook up my battery so I didn't get the lake temp.  Were lots of boat trailers parked at the landing.  Hope they get off the lake easily.  Will be ice fishing in 4 weeks.

      On the South Shore...  It's deer hunting season in MN and not many are out fishing.  Those that are fishing are taking advantage of the unseasonably warm weather and excellent walleye and sauger bite that is happening across the lake.   The best depths on the south end of LOW are 22-28 feet of water.     No surprise, vertical jigging with frozen emerald shiners is the program for most anglers.  Anglers are going through a lot of frozen emerald shiners as the walleyes and saugers are all mixed sizes.  You will catch small ones and your eaters.  Depending upon where on the lake you are fishing, some slots and big trophies are in the mix as well.    Anglers are also reporting very good numbers of jumbo perch this fall.  Watch out for an occasional pike or even lake sturgeon mixed in with the walleyes.      Good numbers of fish are staged in great spots for the upcoming ice fishing season. On the Rainy River...  Good numbers of shiners again in the river this past week. Typically, if there are shiners, there will be walleyes, and there definitely are.     Walleyes are coming from various spots from Four Mile Bay to Wheeler's Point, to Baudette all the way to Birchdale.  With so many anglers taking advantage of the deer hunting season, there are not a lot of boats on the river.      Walleyes are being caught in 10-25 feet of water in various stretches of the river.  The bait and consequently, walleyes, are moving around.  Once you find some fish, you will be rewarded. Jigging with live or frozen emerald shiners is the way to go. Some anglers are also still trolling crankbaits upstream to cover more ground and find fish. Both methods are producing solid results. Sturgeon fishing remains strong.  The catch-and-release sturgeon fishing is open into the spring when it changes to the "keep season" on April 24th. Up at the NW Angle...  For those not in the woods hunting, fall fishing continues to be excellent.  It is areas with structure holding walleyes in this part of the lake.  Points, neck-down areas with current, shoreline breaks, and transition zones from rock to mud are all productive locations for walleye right now.     A nice mixed bag with perch, pike and crappies being caught as well. Good muskie fishing with the colder water temps and shorter days.  Some big fish and some good numbers are being caught amongst the islands.  Both casting and trolling is getting it done.

      Yes.  No lightning strikes in the area on Saturday and a tree was burning.  The squirrel hunters have been a nuisance this year with more activity in our area then we have ever seen.  This was the 3rd fire in the section of woods in the past 2 weeks.  Most definitely not caused by natural events.

      You didn't Sluice um! 😆 I was driving 94 passed Runnings in Monticello yesterday late after noon and saw a huge, thick dark brown 8 point running alone the freeway with its tongue out.  Thinking he was after a girlfriend! 😜
