I've seen people pulled over along the Vermillion river in Farmington and I can only guess that they are fishing for trout. Does anyone have any information on this? It seems in the Farmington area, all the edge of the river is private land?

I wish the DNR would include for information about legal access to smaller streams. What they have in their materials is pretty vague. My understanding is that you can legally access the stream from any bridge where a public road crosses the stream or where a portion of the stream abuts a "public road right of way", which is the road surface and a portion of the land adjacent to the road surface. But I am not sure how far out the right of way extends.

My sister lives across the street from the Vermillion where it runs through somebody's land but there is a small bend that goes right up against the road embankment. As I read the law, I should be able to enter the stream there and be legal as long as my feet stay in the water. Any COs out there that can confirm this?

I hit the Vermillion this past weekend. Rambling River Park (the park through town) is public. I tried also to understand the rules with not much luck, we had waders and were in the river, but stayed out of private land just to be safe. There are some public access areas in between private land outside of Farmington. We were using spinners with some luck, but those using live bait seem to do better, especially with the size of the trout.
