Bass in rice legal?

I've heard its a federal offense for a boat to even touch the wild rice growing in leech.Or to flip to it for bass. Is this so? and if so, where else are bass to be best found? I don't buy into the theory that if they go deeper than 5feet the muskys will eat them.

Once it is harvested you can fish pretty much anywhere.

the duck hunters are in it all fall. It is being harvested now and may even be almost done. It is by far the best place to fish for bass on leech.

Of course it's legal - just don't make any attempt to harvest the rice out of season, or if you don't have a ricing license. No big deal...
