What's the reference point for time and date stamp on posts?

When I see a post on a forum e.g. Galarno has a post on Wheel Bearing Repacking dated 01/30/08 6:09 PM, whose time zone is that? I am reading it from Rochester MN, Central Standard Time but he could have been writing it from Taiwan, 14 hours time difference. See what I mean? This has some practical meaning e.g. for fishing reports when you might want to know if "today" means today or yesterday for the reader. I could not find answer to this on FAQ nor could I find a web master type so thought the Expert Information forum might yield an answer

Post times reflect the Central time zone. We have a poster from Oregon and his come thru with the CST time, not the 2 hour earlier time he is posting from in the Pacific time zone.
